Under the Environmental Protection Act of Ontario, light constitutes a contaminant (pollution) when it is emitted from reflective glass and windows and causes or is likely to cause an adverse effect, namely death or injury to birds.
As such, commercial buildings must adopt measures that mitigate these effects of light pollution, or they can be charged with violating Section 14(1) of the EPA.
